In OBTFPM system, during guarantee issuance charge simulation is failing in scrutiny stage for mandatory UDF
validation

Error
-----
Unable to process charge simulation request
CS-UDF-033-field value is mandatory
ST-SAVE-054-Failed to Save

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1.Sign into OBTFPM application
2.Go to Trade Finance
3.Go to Islamic Import LC Liquidation
