Symptoms

ACTUAL BEHAVIOR
---------------
In OBTFPM system When user acquire any task related to settlement for first time then the settlement instruction button is not available but when
try to acquire it again then that button is visible.

EXPECTED BEHAVIOR
-----------------
settlement instruction should be visible when acquire any task

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1.Login to OBTFPM application
2.Go to Trade Finance
3.Go to Import LC Liquidation
