After applying mini ps 37407998, 37562718, pacs008 generated for Incoming passthrough payment is incorrect as tag InstgAgt is populated with wrong value.

EXPECTED BEHAVIOR

After applying mini ps, pacs008 generated for Incoming passthrough payment should have correct value for tag InstgAgt

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. In UAT of latest production image with mini ps 37407998, 37562718, create Incoming pass through payment transaction
2. Check the tag InstgAgt have incorrect value

BUSINESS IMPACT
-----------------------
The issue has the following business impact:
Due to this issue, users cannot see correct pacs008 message generated for Incoming pass through contract.

Changes

Application fix will set Receiver BICcode for Passthrough case.
