OBTF - Integration to ELCM and OBPM Saas through OBRH

Issue Observed: While booking a txn in BCDTRONL, GenPayMessage request is initiated to OBPM (/obpm-foundation-service/singlepayout),
and it is observed 'User does not have the rights to perform the operation' error in the 'Scheduler_TFEPSGENPAYMENT.log

Note: When tried posting a OBPM transaction directly on the same API with the same user, by providing the Bearer token (fetched from oauth2/v1/token), system returned the expected Response.

STEPS

The issue can be reproduced at will with the following steps:
1. Create a Transaction in BCDTRONL
2. GenPayMessage request is initiated to OBPM
3. Scheduler_TFEPSGENPAYMENT is failed with error

Due to this issue, users cannot complete a transaction in BCDTRONL
