Symptoms
When trying to create a new Supplier Site, the action and the create icon are grayed out, even though an address
already exists and the user has already been granted the "Manage Supplier" privilege for a Business Unit.
Replication Steps
1) Create Supplier
2) Enter Supplier Header
3) Create an address
4) Go to the "Sites" tab and see that the icon is grayed out
