One Composite can not Invoke Another Composite In Runtime Due to Error "Unable to access the following endpoint(s)" (Doc ID 1364157.1)

Symptoms

User's have deployed a client custom composite APVendorUploadToAccruent  that  is instantiated when  a database adapter  polls a table column for a specific value.  Composite  APVendorUploadToAccruent invokes the web service of server custom composite CommonNotificationServiceComposite. There are no policies attached to the composites deployed. While testing  the web service call, error "Unable to access the following endpoint(s): http://<host><domain>:<port>/soa-infra/services/default/CommonNotificationServiceComposite/NotificationSvrvice_ep" occurs.

Confirmation of any default security policy associated using Enterprise Manager.

1. Login to the Enterprise Manager.
2. Expand "SOA".
3. On the left side pane notice all the composites deployed.
4. Click on the composites APVendorUploadToAccruent and        
    CommonNotificationServiceComposite.
5. Enterprise Manager displays the composite instances and dashboard on the right side.
6. Click on the "Policies" tab.
8. There is an option to "Disable" with a disable button.  However, the composites do
    not  have any policies attached.
