Symptoms

Unable to select Procurement Business Unit (BU) when trying to setup Configure Requisitioning Business Function task.

Steps to Reproduce:

1. Login as Functional Setup Manager and access Setup & Maintenance.
2. Search task : Configure Requisitioning Business Function
3. Unable to enter Procurement BU, the  LOV is empty.
