Fusion PIM: Dashboard Access Error - Unable to connect to the BI Presentation Server

You get the following error while trying to access the PIM dashboard:
"Unable to connect to the BI Presentation Server. Please ensure that it is running, configured properly, and that the connection details within this application are correct.Please check the log file for more details."

Caused by: oracle.security.idm.ObjectNotFoundException: No User found matching the criteria
BI is not able to find PIMUSER on the Identity Store.
You checked OIM for PIMUSER and this user is registered as
First Name :First Name
Last Name: Last Name
User Login : PIMUSER
You opened up Identity Store using JExplorer and you can see First Name Last Name
Steps to Reproduce
- Login to Fusion Apps Home.
- Navigate to "Navigation > Product Management Dashboard" or "Navigation > Procurement Dashboard"
