In Oracle EBS the procedure FND_GLOBAL.APPS_INITIALIZE is used to initialize a database session. As an example this is required to create accounting  events in Subledger Accounting using custom database objects.

In Fusion Applications  FND_GLOBAL.APPS_INITIALIZE is no longer used.
