Fusion INV: Unable To Query Newly Created Or Existing Inventory Organization (Doc ID 1377441.1)

A new Inventory Organization has been created via Manage Inventory Organizations task in Functional Setup Manager (FSM).  When attempting to retrieve the record, no records are found.

When user attempts to re-create the same organization, the system informs that its a duplicate and does not allow creation..

Steps To Reproduce
The issue can be reproduced at will with the following steps:
1. In task Manage Inventory Organization add a new record. Creates with no errors.
2. Next attempt to view the added record. This will not work.
3. Attempt to add the same Organization again and error message informing key already used. Therefore database entry has been made.
