Fusion Applications - OTBI Unable To View Analysis, Blank Page, Page Not Found

You are working in Fusion Applications 126.96.36.199.0 (Build 18) OVM. You open BI Composer to create an analysis by doing:
Navigate --> Reports and Analytics --> click on the icon to Create New
However, when you View the analysis results, you see blank spaces or a white page. There is no error.
When you open the catalog by doing:
Navigate --> Reports and Analytics --> click on the open book icon: "Browse Catalog"
You get a "page not found error". You are unable to browse the BI Web Catalog.
