Fusion PIM: Item Template Attributes Are Not Applied Correctly When Creating New Items

Symptoms

When creating a new item, the item template selected is not applied correctly. The attribute values selected in the template do not default as expected.
For example:
Item Status = Active
Inventory Item = No
Stocked = No
Costing Enabled = No

But when a new item is created, the following values default for the attributes:
Item Status = Active (defaults correctly)
Inventory Item = Yes
Stocked = Yes
Costing Enabled = Yes

Steps To Reproduce
---------------------
The issue can be reproduced at will with the following steps:
1. Define Item Templates with following values for an item class (ClassA) and save
Item Status = Active
Inventory Item = No
Stocked = No
Costing Enabled = No

2. Navigator > Items > Create Items
3. Select the item class ClassA and select the template created.
4. Following values default:
Item Status = Active (defaults correctly)
Inventory Item = Yes
Stocked = Yes
Costing Enabled = Yes
