Intermittent FND-2403 Trying to get the Job's Output or Log Files (Doc ID 1432438.1)

Symptoms

Intermittently attempting to view the ESS job's log or output files getting the following error:

The attachment information cannot be retrieved. (FND-2403)

Issue may occur for a couple of hours and then dissappear without starting the servers.

In the ESS server log file the following error occurred:
