Access Error When Trying to Assign Workflow Approvers (Doc ID 1451017.1)

Getting the following error when trying to add approvers to a Workflow:

 You do not have access.

Issue occurs in an Oracle Fusion Applications environment with Oracle WebCenter

Steps to reproduce:

  1. Create a space.
  2. Select the template called "Project Space Template for Oracle Fusion Projects".
  3. Select the new Space from the Group Space list.
  4. Go to the Document TAB.
  5. Create a new Folder.
  6. From the View Menu, select "Containing Folder Properties".
  7. From the File Menu, select "Workflow Settings".
  8. Select any Workflow name.
  9. Select Add Approvers, a new window is displayed with the following message:
