How to Reuse or Enable Deleted User Login Name in Fusion Application

When you create a user and delete it, later on, you want to create new user to use the same login name, you will get an error.
By design, when you delete a user, the user record is not removed, OIM just update the user's status to Deleted. so when you try to create a new user with same user login, you get exception due to duplicated key in OIM.
