Web Service Collection Fails With Target Instance Has Not Been Configured (Doc ID 1461303.1)

Symptoms

An error is reported while running web service collection for ProcessCalendarsLBO.

Note: This problem can occur with any collection entity, it is not isolated to calendars.
 

The selected operation processCalendarsLBO could not be invoked.

An exception occured while invoking the webservice operation. Please see logs for more details.

 
The following is seen in the Advanced Planning server diagnostic log:

Error: Target instance has not been configured.
at oracle.apps.scm.advancedPlanning.collection.configuration.program.engine.DestProcessManager.createObjects(DestProcessManager.java:211)
at oracle.apps.scm.advancedPlanning.collection.configuration.program.engine.DestProcessManager.startProcessing(DestProcessManager.java:376)
at oracle.apps.scm.advancedPlanning.collection.configuration.program.engine.DestProcessManager.startProcessing(DestProcessManager.java:350)
at oracle.apps.scm.advancedPlanning.collection.configuration.publicService.applicationModule.CollDataLoadAMImpl.<init>(CollDataLoadAMImpl.java:103)

The issue can be reproduced by executing the following steps:
1. Populate the XML payload to collect the calendar data
2. Submit the web service collection
3. In the Review Planning Collected Data UI there is no data collected for the calendar
