 Manage Compensation-Administer Workforce Compensation

ACTUAL BEHAVIOR
---------------
Can not Purge compensation plan. 'Cycle' field on purge compensation plan page has no values.

EXPECTED BEHAVIOR
-----------------------
Should be able to Purge the Compensation Plan.

STEPS
-----------------------
The issue can be reproduced at will with the following steps:

1. Cannot purge a compensation plan cycle that is currently open in Fusion RUP3 environment.

2. The cycle field doesn’t list the cycle name for the plan selected.

3. Navigate to Purge Workforce Compensation Data
