"Exceeded Failed Connection Tries" error when accessing Subject Areas in the Catalog (Doc ID 1479109.1)

Symptoms

When attempting to select a Subject Area in the Catalog of the Reports & Analytics pane the dialog will appear as blank and an error message will be reported :
