Problem statement
Goal Attainment History tab does not reflect completed goals.

Steps to reproduce

1) Navigator > Career - Goals
2) Complete a goal for a worker.

3) Login as Manager of that worker.
4) Navigate to My Directs Goals
5) Review the Goal Attainment History for the worker.
No completed goals show in the graph.

Business Impact
Managers cannot monitor the progress of workers complete goals accurately.
