Value Set Values Are Not Displayed On Person Profile (Doc ID 1503214.1)

Symptoms

When created Value Set's, values and logging into the Person Profile the new field is displayed, however there is no values to select from.
Log in to Application using Self Service User account

1) Navigate to Manage Workforce Profiles-Manage Talent Profiles
2) Navigate to Update Profile Item
3) Create Value Set and Values for specific values
4) When logging into the Person Profile the new field is displayed, however there is no values to select from.

System should display displayed on Person Profile
