Fusion Applications BI Publisher Bursting Email Is Not Received

You have a report with bursting delivery. However, you do not receive the email.
Steps to replicate:
- Configure BI Publisher email information.
- Create a data model with Bursting defined.
- Create a report based on this data model.
- Schedule the report using BI Publisher scheduler.
After the report runs you receive a notification email that the Job was successfully processed. However you do not receive an email with the report. The report job history shows that the email was sent.
