Unable to select Rep as Territory Owner

Within Oracle Fusion CRM, trying to assign a sales rep "<Sales Rep Name>", as the territory owner but "<Sales Rep Name>" does not appear within the search. Completing the following process.
Navigate -> Territories and Quotas
Clicked on -> Current Territory Proposals
Then Edited the Territory Details
Then in the summary, would like to update the owner of the territory to a new rep "Vanessa" but cannot see this rep when searching.
The rep "<Sales Rep Name>"" has the following resource roles assigned
1) ALL USERS
2) Sales Manager
3) Sales Administrator
How to add this user as the territory owner?
Able to add "<User name>" as territory owner.
