User Provisioning Failure at System Failure With Identity Management When Running the OIM SPML Add Request Call

Symptoms

 If you are a Software-as-a-Service (SaaS) customer, there are multiple sections in this document that need not be performed by you. Please log a Service Request in My Oracle Support for Oracle to do this for you.

 

After running the Send Pending LDAP Requests process  or after hiring an user in fusion application, no user records are created in OIM. In manage Users screen, you can see error: System Failure with identity management when running the OIM SPML Add Request Call - Please contact your System Administrator quoting spml instanceId:nnnnn


Steps to reproduce:

1. Login to Fusion Application

2. Load few users into Fusion Application
    Click Navigator -> Tools : Scheduled Process -> Schedule New Process execute "Send Pending LDAP Request" process

Or

   Hire an user from fusion application
   Click Navigator -> Person Management -> New Person

4. No user records are crated in OIM

5. When check one user in Manage Users Screen in Fusion Application
You will find following Error under User Details section
