Symptoms

When attempting to when attempting to edit an employee's information, the following error occurs:

An application error occurred. See the incident log for more information.

An application error has occurred. Your help desk can use the following information to obtain a more detailed description of this incident: 39, Server Domain: HCMDomain, Server Instance: CoreProcessesServer_1, Application Name: HcmCoreApp

The issue can be reproduced at will with the following steps:
1. Navigate to Person Management.
2. Go into the employee and attempt to change their assignment.
