Fusion Database Transaction Timeout Causes Provision Requests Failure

Customer reported that they had frequent failure in Send Pending LDAP request process, and always need to bounce HCM domain and IDM domain to recover the situation

Steps to reproduce it:

1.  Load user data into fusion application or create a new employee record

2.  Run scheduled process Send Pending LDAP request

3.  When you go to edit user page of a provisioned user, you will find an error: System Failure when running the OIM SPML Add Request call - Please contact your System Administrator
