Symptoms
When attempting to to Evaluate life events, the following error occurs.
ERROR

A minimum of 1 options must be selected for the plan type <PLAN_TYPE>. Select additional options to satisfy the minimum requirement. (BEN-990218)
STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Change plan type configs to require 1 min and 1 max enrollment to ensure that employees always have 1 valid election or waive row for all plan types.
2. Navigator > Benefits > Enrollment > Process Life Event > Evaluate life events
BUSINESS IMPACT

The issue has the following business impact:
Due to this issue, users cannot Process Life events
