Symptoms

Requester is not receiving final notification when the Purchase Order (PO) originated from the Requisition gets approved.

Due to this issue Requester does not know when the PO will be processed.

Steps To Reproduce
1. Create Requisition.
2. Requisition Approved
3. Create Purchase Order Based on the Requisition
4. Purchase Order got Approved
5. Final email notification to requester is not sent
