When a manager navigates to Navigator -> Workforce Compensation the page loads and the reporting section in the left pane is defaulted to expanded but no reports show up.
The reports show up if the user selects 'Take Action' in the 'Take Action' column or clicks on a plan. What does not make sense is why the reporting region is available on the landing page.
