Webservice: Cannot Invoke OpportunityService/getOpportunity

Since R5 to R6 upgrade the "getOpportunity" method from the OpportunityService throws ,
the following error occurs.
access denied (oracle.wsm.security.WSFunctionPermission http://xmlns.oracle.com/apps/sales/opptyMgmt/opportunities/opportunityService/OpportunityService#getOpportunity invoke)
On checking the APM for the Invoke right on the webservice. Indeed, it was missing.It was not manually removed. When added manually upon, very PB application it gets removed and has to be added back again.
Note that another symptom of the same issue is that after another Patch Bundle application (Rel7 PB6) :
On Create Opportunity Trigger does not send email notification anymore
However the alerts on customer is working.
The issue can be reproduced at will with the following steps:
1. Invoke the "getOpportunity" webservices
The issue has the following business impact:
Due to this issue, users cannot use "getOpportunity" webservice.
