Fusion INV: Access Denied Error For OnHandQuantityService (Doc ID 1548328.1)

On : version, Manage Sales Orders-Process Sales Orders

When attempting to use OnhandQuantityService within the Fusion domian,
the following error occurs.

java.lang.Exception: oracle.sysman.emSDK.webservices.wsdl api.SoapTestException: Client received SOAP Fault from server : access denied ( invoke) at oracle.sysman.emas.model.wsmgt.WSTestModel.invokeOperation( at oracle.sysman.emas.view.wsmgt.WSView.invokeOperation( at oracle.sysman.emas.view.wsmgt.WSView.invokeOperation( at sun.reflect.NativeMethodAccessorImpl.invoke0

The issue can be reproduced at will with the following steps:
1. Log in to EM
2. LogisticsApp >> OnhandQuantityServiceSoapHttpPort >> onhandQuantityService
3. Invoke onhandQuantityService
4. Service errors out
