Fusion Applications BI Publisher : Controlling data formatting in BI Publisher reports generated as Excel output or exported to Excel

Formatting Issue in RTF Template based Excel Report Outputs.
We have some 10 Excel based Report Output for the Customer (France) in that Report we are facing some formatting Issues as below.
The Date and Number Fields are not getting formatted and looks like different formatting as they considered as General (Text), & Excel formula used in Reports looks as its without calculating the value when Customer Runs the Extract and pulls out the Excel Report in French Computer by a French Customer shown in Excel attachment was pulled out from French Computer.
But when we are pulling out the same report in our Computer for the same Extract Run in Fusion and pulling out the same Report , Formatting looks fine for all the Fields (Date and Number Fields in Excel Report) Date and number are Right aligned and Number Right aligned, Decimal Number are right aligned and looks with zero padding etc.
Only Difference between the Customer System and MY System is Customer Computer-> same OS and version of Excel but the locale was France. My Computer-> Same OS and Version of Excel but locale was US.
How can we restrict the formatting issues in Excel Report output based on RTF as Global. Is there any other Formula to be used to restrict the Formatting in Template level? We also attached the Template what we (“template.rtf”) used and the XML generated (“test.xml”).
