SOA EDN Events Raised By PL/SQL Code Is Not Picked Up By Composite (Doc ID 1552928.1)

Users have  custom code from Support/CRM Devopment to raise an EDN Event like the FusionApps Bulk Import UI does when a job is submitted.    However,  the SOA composite which is listening to the event does not pick it up.

The issue can be reproduced at will with the following steps:
Submit the business event via sample PLSQL as described below.


When the import process business event is created via the UI, the Instance ID 320016  and 320017 are created as shown below.  When the business event is created
via PLSQL, no instance is created in the soa-infra.

Administrators confirmed that there are no failed deliveries for FoundationBulkImportEventsComposite.


Since the messages are generated via SQL, users confirmed there a Database Subscription.


Users confirmed there were no faults on the Faults tab for the Business Events.
