Symptoms
When attempting to cancel an open purchase order, the following error occurs.
ERROR

"You cannot cancel the order because a pending receiving transaction exists."
STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Log into the Purchasing Workbench.
2. Inquire on a purchase order with pending transactions.
3. Attempt to cancel the order and confirm the following error: "You cannot cancel the order because a pending receiving transaction exists."
BUSINESS IMPACT

The issue has the following business impact:
Due to this issue, users cannot track purchase orders accurately.
