Goal

 When attempting to create a new user in the Manage Users screen, the following error occurs.

ERROR

null, unknown failure in IDM System during Add User Request. Contact your System Administrator

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Navigator > Manager Resources > Manage Users
2. Enter the Details for the user
3. Click on Save and Close
4. Search for the created user
5. Find the following error in the Manage Users UI
Error: null, unknown failure in IDM System during Add User Request. Contact your System Administrator
