Tax Is Being Calculated When Creating A Change Order Even Though Tax has been defined to be Exempt (Doc ID 1559170.1)

Symptoms

On : 11.1.5.0.0 version, Manage Purchase Orders-Amend Purchase Order

Tax has been set to be exempt  but when user creates a Change Order the tax gets calculated. The expectation is to be Tax exempt.
New Purchase Orders don't calculate tax as expected, only the Change Order calculates tax.

Steps to Reproduce:

The issue can be reproduced at will with the following steps:
1. Create and approve requisition so Purchase Order is created
2. Edit and Update Purchase Order ( Change Order)
3. Review Tax information in the  Purchase Order and tax is  calculated when should not be
