User Account In Pending Status In HCM Manage User Account Page After HR2HR Load With "Username xxxxx Already Exists" Error

On : 11.1.5.0.0 version, Technology Management - Fusion Security

User account shown in pending status after loading data into Fusion using HR2HR.
Also User account is not created in Identity Manager (OIM).

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Upload personal and Assignment information through HR2HR
2. Run Send Pending LDAP Requests process
3. Job status shows succeeded but the User Account status shows as Pending

On Identity Manager searching for this request id (fusion.per_ldap_requests.request_id) shows below error:

IAM-2040076:The Common Name with value TEST USER already
exists under the container cn=Users,dc=us,dc=oracle,dc=com or is
reserved.:Common Name:TEST USER:cn=Users,dc=us,dc=oracle,dc=com
