FBL : Connection Timed Out In InboundLoaderProcess Web Service (Doc ID 1573691.1)

On : version, File Based Loader

When attempting to load the FBL file using InBoundLoader web service call , the following error occurs.


javax.xml.soap.SOAPException: Message send failed: Connection timed out
Cause: Connection timed out

The issue can be reproduced at will with the following steps:
1. Access the InboundLoader web service using url : https://<hcm-server:port>/soa-infra/services/default/HcmCommonBatchLoaderCoreInboundLoaderComposite/inboundloaderprocess_client_ep

2. Provide pay load parameters.

3. Once the values are keyed in , click Invoke.

The issue has the following business impact:
Due to this issue, users cannot load the data using FBL .
