PRC:PO Purchase Order does not open from Hyperlink in Manage Orders UI when Scroll Bar is used (Doc ID 1577459.1)

Symptoms

On : 11.1.5.0.0 version, Manage Purchase Orders-Manage Purchase Order Lifecycle


ACTUAL BEHAVIOR
---------------
On then Manage Orders' UI, User enters a search for Purchase Orders, and clicks on PO # hyper link from the results region, to view the order, the system does not respond. It appears that scroll bar is the issue.

EXPECTED BEHAVIOR
-----------------------
When Buyer clicks on PO # hyper link from the results region, to view the order, the system should correctly display the Order Details.

STEPS
-----------------------
The issue can be reproduced at will with the following steps:


1. Login as Buyer to the Purchasing Work Area.
2. Navigate to Manage Orders Page.
3. Perform PO Search
4. Use the scroll bar to scroll through the POs
5. Quickly click on the Purchase Order Number Link. Notice that nothing happens ie PO details are not displayed
