Accessing Fusion Applications UIs Fails Intermittently With "Error 500 Internal Server Error" After Bouncing The Servers (Doc ID 1579172.1)

After bouncing the environment connections to Fusion Applications UIs and via ADFdi (Excel) fail with:

Incident errors, Error 500 Internal Server Erorr and (503) Server Unavailable

The GL diagnostig logs shows an essbase error:
Essbase Error(1054009): Application GLAccountingFlexfield is currently not accepting connections

and the

GL server log shows
ViewScopeException: No technology supporting ViewScope found. Currently Faces and Trinidad support viewScope.
