'Approval Group Not Found' Error When Trying To Approve An NIR

Symptoms
When a new item request (NIR) has completed the definition step and is set to auto promote to the Approval step, the promotion takes place, however the approver from the approval group does not receive a notification.
In the SOA server for SCM Domain, see the following error:
ERROR
oracle.bpel.services.workflow.task.impl.RoutingSlipEvaluationException: oracle.bpel.services.workflow.task.impl.RoutingSlipEvaluationException: oracle.bpel.services.workflow.task.impl.RoutingSlipEvaluationException: oracle.bpel.services.workflow.task.impl.RoutingSlipEvaluationException: oracle.bpel.services.workflow.task.impl.RoutingSlipEvaluationException: oracle.bpel.services.workflow.task.impl.RecoverableRSInterpretationException: Approval Group not found.
Approval Group with the given name does not exist: ChangeLineApprovalGroup1.
Verify that the Approval Group name is correct and whether it has been correctly created.
STEPS
The issue can be reproduced at will with the following steps:
1. Create and submit an item to NIR (New Item Request)
2. Complete the definition phase
3. Promote NIR to Approval phase
4. No notification is found in approver's inbox
5. When examining the SOA composite, see the error
