Application Error When Trying to 'Pay In Full' a Payables Invoice

Unable to do 'Pay in Full' for an invoice.


An application error occurred. See the incident log for more information.


The following error can be found in the Payables server diagnostic log:

Message incident 12 created with problem key "DFW-99998 [java.lang.NullPointerException][oracle.apps.financials.payables.payments.singlePayments.model.config.DefaultPayeeConfig.<init>][PayablesApp]"

The issue can be reproduced at will with the following steps:
1. Navigate to Manage Invoices and select an invoice.
2. Go to Actions > Pay in Full.

The issue has the following business impact:
Due to this issue, users cannot pay the invoice.
