Is There A Way To Change The Time Zone Value On A Negotiation Notification?

Information in this document applies to any platform.
The Notification e-mail includes both time zone and date and time values, but they do not match what the buyer entered on the Negotiation. These values appear to be using the system default values for the time zone and the date and time.
Is there a way to set these values to appear differently for the Negotiation e-mail notification?
