Symptoms

Not able to view employees when logged in with HR Specialist role.

The issue can be reproduced at will with the following steps:
1. Navigator > Person Management
2. Searched common last name
3. No results found
4. Advanced > Department > Is not blank > Search
5. No results found
6. Person Gallery > Searched common last name
7. Last name found
8. View only
