"An incorrect Username or Password was specified" Error When Logging in to Edit a Spreadsheet Downloaded From Federation SSO Enabled Fusion Application Environment

Symptoms

Customer can not login to edit a spreadsheet downloaded from fusion application in a federation environment


Steps to reproduce:

1. Login to fusion application

2. Click Administration -> Setup and Maintenance...

3. Search for task Manage Daily Rates

4. Click Go to Task of Manage Daily Rates

5. Click Create in Spreadsheet

6. At the pop up window , click ok to open the spreadsheet by Microsoft Excel

7. Click Yes in Login warning pop up window

8. At the login page, enter your SSO user ID and password

you will get an error: An incorrect Username or Password was specified
