Fusion Global HR: Person Gallery Keeps Giving A Keyword Search Error (Doc ID 1588463.1)

When search person from the Person Gallery > Search, User always receives "You must enter 3 or more characters in the Keywords or Name field. (PER-1531358)" message.

Steps To Reproduce
1. Login to https:///homePage/faces/AtkHomePageWelcome.
2. Select Navigator > Search.
3. Enter "j" on keyword, error, enter "ja", error, enter "jas", error, enter "jaso" error.

The error never goes away, the user needs to login out and login back in, search using "jas%" and application works.
