When A Participant Submits Feed Back In A Performance Review The Answers Don't Show In View Feedback

When a manager adds a participant in Performance management and the participant submits feedback it shows as submitted to the manager but the answers do not show. Also, employees can click the view feedback column even though it is disabled in the process flow, they can also see the track participants region to the right of manage participants screen even though this is disabled
Steps to reproduce
1. In Performance Management as the Manager add a participant and submit the request
2. Log in as the participant and answer the questions and submit
3. Log back in as the Manager and you will see that the feedback status shows the submitted green check mark.
4. Click view feedback and you can see the questions but the answers do not show up.
