Symptoms

On : Rel 5, Set Up Workforce Development-Define Workforce Profiles

Cannot edit Competencies in Profile Content Types. When clicking 'Edit' button on Competencies in Profile Content Types page, we can see the following error message

JBO-29114 ADFContext is not setup to process messages for this exception. Use the exception stack trace and error code to investigate the
root cause of this exception. Root cause error code is JBO-27019. Error message parameters are {0=View Object, 1=ContentTypeProperty1,2=DefaultValueTransientAttr}
 
  > ADF_FACES-60101:For more information, please see the portlets error log for an entry beginning with: ADF_FACES-60096:Server Exception during PPR

The issue can be reproduced at will with the following steps:
1. Administration > Setup and Maintenance
2. Name:Manage Profile Content Types
3. Click 'Competencies'
4. Click Edit button
5. User get above mentioned error
