Fusion Global Payroll: Error JBO-27023 Encountered While Creating Salary Element

When attempting to create a regular earnings element, the following error occurs after clicking on Submit

JBO-27023: Failed to validate all rows in a transaction.JBO-27024: Failed to validate a row with key oracle.jbo.Key[300000005116442 ] in ElementSpanUsageEOJBO-27014: Attribute TimeSpanId in ElementSpanUsageEO is required.

The issue can be reproduced at will with the following steps:
1. Navigator>Setup and Maintenance
2. Search for task Manage Elements
3. Select Go to Task
4. Click the Create icon
5. Enter the Legislative Data Group, Primary Classification of Standard Earnings, and Secondary Classification of Regular
6. Click Continue
7. Complete template as follows:
Create Element; Basic Information
Name, Reporting Name, Description: Regular Hours
Element Classification Name: Standard Earnings
Legislative Data Group: US Legislative Data Group
Effective Date: 1/1/51
Input Currency: US Dollar
Should every person eligible for the element automatically receive it? No
What is the earliest entry date for this element? First Standard Earning Date
What is the latest entry date for this element? Last Standard Earning Date
At which employment level should this element be attached? Assignment Level
Does this element recur each payroll period, or does it require explicit entry? Recurring
Process the element only once in each payroll period? Yes
Can a person have more than one entry of this element in a payroll period? No
Process and pay element separately or with other earnings elements? Process and pay with other earnings.
What is the calculation rule? Flat amount
Is this element subject to proration? Yes
Is this element subject to retroactive changes? Yes
Use this element to calculate a gross amount from a specified net amount? No
Should this element be included in the earnings calculation of the FLSA overtime base rate? Yes
Should this element be included in the hours calculation of the FLSA overtime base rate? Yes
8. Click Next to go to the Review UI
9. Click Submit
