Consumers Are Not Syncing To MS Outlook

Consumers are not syncing to MS Outlook
When a sync from Fusion data (web app) to MS Outlook (CRM Desktop) is carried ou, Consumers do not appear to be coming across.
Log into Fusion Sales
Click on the Customers button (Release 7 UI)
Click on the Create button, and select the Consumer option
Attempt to sync with Outlook. Customers appear but Consumers do not.
Is this expected behavior?
