Symptoms

After upgrade to Fusion Applications Release 6 or 7 from Release 5 or lower, the rules defined in earlier release have stopped working.

This happens for ALL rules defined.

There is no error and the rules do not fire during item creation or modifications.

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Validation Rule 'Notify_Cycle_Count' created based on Item Attribute 'Cycle Count Enabled'.
2. Create and save an item which meets the condition defined in the rule
3. No validation action is triggered.
